Summary of 2024
In 2024, the State and Local Policy working group focused on building industry alliances and creating a draft Passive House policy advocacy platform. Key activities included:
- Collaborating with Phius and other organizations on policy advocacy.
- Providing public comments on the NYS Energy Conservation Construction Code (NYS ECCC) and advocating for the All-Electric Buildings Act.
- Developing the Passive House policy advocacy platform through educational partnerships, including with Paul Ormand of MA DOER.
2025 Policy Goals & Beyond
- Align NYS and NYC ECCC with Passive House standards.
- Introduce Passive House certification as a compliance option in NY Stretch.
- Incentivize Passive House certification across sectors.
- Explore outcome-based energy codes for NYC (Local Law 97).
- 2025 Outlook: The group will focus on adopting the updated NYS ECCC, influencing code updates, and advancing efforts in electrification, material health, and carbon reduction.
